Enterprise Communities. Nine census tracts in the urban core of the Las Vegas Valley were designated as an "Enterprise Community" in December 1994. The Southern Nevada Enterprise Community was established to foster private sector investments and create job opportunities for residents in the Enterprise Community census tracts.
